I don't know if other cities do the same as Toronto, but many public utility providers (electric, phone, gas) around here house their local substations in buildings that blend in with the surrounding area. The port lands area where this was taken doesn't have a defining architectural style and I don't know the history of this building, but a quick search shows that this building was intended to be designated as a Heritage Property in 2003. I can't find anything more recent, so no doubt it's fallen through the City Council's cracks.
More specifically about the photo, I wanted to keep a neutral look so the colours are kept fairly soft.
